New allergen substance regulation for the EU

Important Update: Regulation (EU) 2023/1545 adds new substances to the existing list of 25 allergens to be individually mentioned when present in concentration that exceeds:

0,001 % in leave-on products; and
0,01 % in rinse-off products.

The new allergens to be indicated on the labels are as follows:

The law further aligns the names of existing allergens to those of the latest Common Ingredients Glossary, updates CAS and EC numbers, and groups similar substances in one entry.

The Regulation confirms the following transition timelines as of July 2023:

In 3 years for new cosmetic products to enter the EU market;
In 5 years for cosmetic products already on the EU market.
